Tried and tested for Windows 7 with Python 3, attempting to use with Python 2 may require multiple small changes.
REQUIRES Chrome, seeing as it opens up chrome tabs and Javascript utilizes Keydown() and not Keypress(), but should be easily converted in about 5 minutes or less.
Kudos to Joseph Kalman for the original OOTS downloading script, without which quite literally this whole project would be naught (and not).

Basic explanation: 
Run the gui.bat batch file to run the updater. You can change which webcomics to update through the Options menu, and activate the updater through the Run Updater in the Scripts menu.
You will probably never need to run the Setup in the Scripts menu, so just ignore it.

In an html, you can move to the next page by pressing the 'right' buton or by clicking on the image, and move to the previous page by clicking the 'left' button.
You can also put a number into the text box on the left and press enter (or click the button on the left, if you're really old fashioned) to move to that number page.
You can move the the main page by pressing the 'home' button in order to read a different comic.
You can save your current place within the comic and go to the last saved place with the buttons on the right.

Your last run of the updater is saved in Other/log.txt, and is of use if the GUI crashed for whatever reason and is unresponsive.
